If you’re hiring someone on a family-sponsored residence visa, they still need approval before starting work. A UAE work permit authorises employment; family sponsorship alone doesn’t.
The good news is that eligible residents can usually keep their family-sponsored residence while their employer arranges the correct permit. Start by checking which authority handles the employer’s applications, because mainland and free-zone processes aren’t interchangeable.
Which Authority Handles the Work Permit?
Mainland Employers Registered With MOHRE
For a mainland company registered with the Ministry of Human Resources and Emiratisation (MOHRE), the relevant service is “Issuance of a New Work Permit: Dependents Sponsored by Family Members.”
This route covers eligible residents sponsored by relatives. The permit is valid for two years and doesn’t require replacing the family residence visa with employer sponsorship.
The UAE government’s work-permit guidance explains the different employment permit categories. Choosing the right category matters before HR submits an application.
Free-Zone and Other Employers
The employer’s registration and licensing authority determines the application route, not its city or emirate. A company based in Dubai or Abu Dhabi isn’t automatically registered with MOHRE.
Free-zone employers should ask their free zone authority which employment permit, card or approval applies to family-sponsored residents. Confirm whether family sponsorship can continue and which documents are required.
Government employers and those under other employment frameworks should also check with the relevant authority. MOHRE requirements, processing targets and fees don’t automatically apply elsewhere.
Check Eligibility Before Preparing the Application
The Resident’s Age and Status
MOHRE’s family-dependent service requires the worker to be at least 18 and hold valid family-sponsored residence. The applicant must also have no active work permit under this service’s conditions.
HR should check the actual residence record and employment history. An Emirates ID copy alone doesn’t resolve questions about cancelled residence or an existing permit.
MOHRE’s separate skilled-worker classification has qualification and salary conditions. Its AED 4,000 salary threshold isn’t a blanket minimum for this family-dependent permit, which accepts all skill levels subject to its requirements.
The Employer’s Records and Job
The employer’s licence must be valid, and the proposed occupation must match its licensed activities. The application must be submitted by the establishment’s authorised signatory.
MOHRE states that an electronic quota isn’t required for this service. That doesn’t remove other employer compliance checks.
Before promising a joining date, HR should check the establishment’s status, signatory access and any restrictions affecting applications. Regulated occupations also require the appropriate professional approval or licence.
UAE Work Permit Documents for Family-Sponsored Residents
Use readable colour copies and check every name against the passport before submission.
| Document or Record | What HR Should Check |
|---|---|
| Passport copy | At least six months’ validity. |
| Personal photograph | Clear colour photo with a white background. |
| Official MOHRE job offer | Signed by the worker and employer. |
| Family-sponsored residence | Valid status for the selected service. |
| Academic certificate | Required according to the occupation’s skill level. |
| Professional licence | Required where the occupation is regulated. |
| Emirates ID details | Supply where requested through the application. |
| Employer records | Valid trade license, establishment details and authorised signatory access. |
The employer manages company documents. The resident shouldn’t be asked to arrange the company’s trade license or establishment records.
Qualifications and Attestation
MOHRE’s educational certificate requirements include a bachelor’s degree or higher for skill levels 1 and 2, and a diploma or higher for levels 3 and 4. Level 5 requires a high-school certificate. Its checklist doesn’t require an academic certificate for levels 6 to 9.
Confirm the actual occupation classification before arranging documents. Follow the required document attestation process using the UAE certificate attestation steps. Certificate authentication and qualification recognition are separate processes.
Sponsor Approval and NOC Requests
A family sponsor’s approval or No Objection Certificate (NOC) may be requested depending on the authority, visa status and employment arrangement.
Don’t assume an NOC is universally required or universally unnecessary. Ask HR to confirm the live checklist for the selected permit.
If requested, use the authority’s accepted format and provide sponsor records through the approved channel. A typing centre can prepare paperwork, but can’t waive an authority’s requirement.
Employer Steps: Application to Approved Permit
The process is employer-led. Residents should still keep copies and follow the application status.
- Confirm the authority and permit category. Check family residence validity, any existing work permit and the employer’s registration.
- Prepare the official job offer. Record the agreed occupation, salary and employment arrangement, then obtain both signatures.
- Submit the application and documents. The authorised signatory applies through MOHRE’s website, smart app or an approved service channel, using the required access.
- Respond to MOHRE’s review. Correct missing information or documents, pay the applicable fees and complete the required permit and contract steps.
- Verify approval before joining. HR should provide the approved permit and employment contract, then complete the applicable payroll and insurance arrangements.
Keep the application reference, payment receipts and any correction messages together. This makes it easier to track a delayed file without repeatedly submitting the same documents.
A submission receipt confirms that an application exists. It doesn’t confirm that the resident is authorised to start work.
Agree on a joining date after approval is confirmed. A recruiter’s message saying “processing is underway” isn’t enough.
Fees and Processing Time: What MOHRE Lists
Government Fees for This Service
MOHRE lists AED 50 for the application and AED 250 to issue the family-dependent work permit. These federal fees total AED 300.
The website and smart app have no additional service charge beyond federal fees. MOHRE lists a business-centre commission ceiling of AED 72. Applicable taxes or collection charges may affect the final payment.
Don’t substitute a general employment-visa package price for this permit’s fee schedule. A family-sponsored resident isn’t automatically applying for a new entry permit, medical checks, Emirates ID, and residence permit.
Under the federal private-sector labour law, employers cannot collect recruitment and employment costs from workers, directly or indirectly.
Processing Target and Permit Validity
MOHRE publishes a service target of two working days. This is a processing target, not a guaranteed joining date.
Missing certificates, corrections, professional licensing, or employer restrictions can extend the overall preparation and approval period.
The permit is valid for two years. HR should track its expiry separately from the family residence expiry. Confirm fees, validity periods, and timelines for free zones with the relevant authority.
Common Application Problems and How to Fix Them
Missing Documents or Mismatched Details
Blurry scans, expired passports, inconsistent names and an unsigned official offer can hold up an application. A company offer letter shouldn’t be assumed to replace the required MOHRE form.
Read the return message first. Correct the requested item and check whether the issue also appears elsewhere in the file.
Where passport details have changed, ask how the residence or identity record should be updated. Don’t alter an official document to make the records appear consistent.
Keep a copy of the corrected submission so HR can explain what changed if the file is returned again.
Employer Restrictions or an Existing Permit
If an establishment restriction blocks the application, the employer must resolve it through MOHRE. Wage Protection System (WPS) non-compliance can affect access to new permits.
If the resident has an active work permit, identify whether cancellation, transfer or another permit category is required. Don’t submit repeated new applications without resolving the existing record.
The rules on UAE job changes and NOCs help distinguish employer changes, family sponsorship and secondary employment. Sponsor consent alone doesn’t resolve every permit issue.
Part-Time Jobs and Changes to Residence Status
Part-Time or Secondary Employment
A resident on family sponsorship may be able to take part-time employment, but the employer must confirm the appropriate permit and conditions.
A second job needs separate authority and permit review. An existing permit doesn’t automatically authorise work for another company, even on weekends or remotely.
Check the UAE part-time work permit requirements before agreeing to a secondary role. The employer should verify any NOC requirement and the worker’s current employment record.
Medical Tests, Visa Changes and Sponsor Cancellation
MOHRE’s family-dependent permit checklist doesn’t require a new medical fitness test or Emirates ID application just to issue this permit.
Separate requirements can apply during visa renewal or a change in residence status. Immigration matters go through ICP, GDRFA Dubai or the relevant authorised channel, depending on the residence file.
If family sponsorship will be cancelled, tell HR before it happens. The employer should confirm the replacement residence and employment route.
A tourist or visit visa holder doesn’t qualify as a family-sponsored resident simply because they have received a job offer.
Employer Responsibilities After Approval
An approved permit is the start of employment compliance. HR must maintain the contract, pay agreed wages and follow applicable labour regulations, including payroll rules such as WPS where required.
Confirm the employer’s health insurance obligations under the rules applicable to its employment framework and emirate. Existing dependent insurance shouldn’t be assumed to settle every employer obligation.
Keep permit and residence expiry dates in the HR calendar. Review the position before renewal, a job change or family sponsorship cancellation.
The UAE government’s worker-rights guidance on UAE labour law confirms protections concerning recruitment fees and passport confiscation. Residents should retain their own employment records and passport.
Recruitment and employment costs shouldn’t be passed to workers. If a worker is asked to fund the employer’s application, check who pays UAE recruitment fees before accepting a deduction or sending money.
What family visa holders and employers ask about the UAE work permit
Can a family-sponsored resident start work while the permit is being processed?
No. The resident must wait until the relevant authority approves the work permit; an application receipt or confirmation that it is being processed isn’t work authorisation.
Does the resident need to change to an employer-sponsored residence visa?
Not necessarily. Eligible residents can usually keep their family-sponsored residence while working under the approved permit.
Who applies for the work permit and pays the costs?
The employer submits the application and manages its company records and required employment steps. Recruitment and employment costs must not be passed on to the worker.
Do MOHRE fees and processing times apply to free-zone employers?
Not automatically. Free-zone employers should confirm the applicable permit, fees, documents and processing targets with their own authority.
